Scald meat with boiling hot water for 5 minutes, discard water and set meat aside
Bring water and all ingredients except watercress and wolfberries to boil in a deep pot
Let boil for 15 minutes, then discard the kelp.
Cover pot and simmer for 60 minutes. Add in watercress and wolfberries and continue simmer for 15 minutes before serving
Serve hot with rice
